neutron fails to start with vpnaas devstack plugin

I can see the below error in the neutron logs.

Not sure what neutron/vpnaas change has resulted in this failure.

As we're now using the vpnaas devstack plugin for jobs, we could probably stop setting the default service_provider in pre_test_hook.sh.

Probably https://review.openstack.org/#/c/366690/ has broken us. I've a few WIP patches to see if that's the case.

    A recent change[1] that adds lbaas conf files to
    Q_PLUGIN_EXTRA_CONF_FILES has broken vpnaas devstack
    plugin.
