L3 DVR: Unable to complete operation on subnet

There is a new gate failure that can be found using the following logstash query:

message:"One or more ports have an IP allocation from this subnet" && filename:"console.html" && build_queue:"gate"

This seems to be specific to DVR jobs and is separate from [1] (see comment #7 on that bug report).

Note that we caught it in grenade jobs on the old side of the cloud too.

I took another look through logstash and found this message had mainly happened in these check jobs in the past 7 days:

gate-tempest-dsvm-networking-sfc-nv
gate-grenade-dsvm-networking-ovn-nv

Those are both non-voting.

There were a few in the gate-tempest-dsvm-neutron-dvr-multinode-full job, but in the noise, so I'm not sure this is critcal, unless my searching is wrong.

Lowered severity, logstash has not seen this failure string in 6 days now

I don't see this in logstash any more, unless it's broken. I'll close but please re-open if seen again.
