neutron-server can't be started as a single process

Bug Description

When all workers are set to 0, neutron-server starts now at least 3 processes.

Did you try 1?

I think 0 now means "automatic".

I suspect this is not a bug. Thoughts?

If I set it to 1, it spawns 2 workers (3 processes altogether) - which is probably another bug.
