Flat Provider Network doesn't work if server have IPv6

Bug Description

Hey guys,

 I believe that the following problem:

 ...is a bug on OpenStack on Ubuntu Xenial.

 I faced this problem last night and the workaround (disabling IPv6) works.

 Now, "ip -6" shows nothing, I can create neutron networks / subnets, no "RTNETLINK answers: Permission denied" anymore.

I have already tried to recreate your bug. I am using IPv6 and Provider network as Flat. But I can not understand what do you mean by "Selfservice Subnet" and what configuration you are using.
