[agent] extensions option not included in sample config files

The [agent] section for LB and OVS agents misses the 'extensions' option. This is because it's missing in neutron/opts.py.

Most users rely on the generated config file to navigate the maze of config options we have. Though this does not lead to potential errors, it's a UX setback.

    Include [agent] extensions option into ovs/linuxbridge agent files

    The option was introduced in Liberty. In Mitaka, we switched to using
    oslo-config-generator but missed including this specific option.

    The patch returns the option back. It should be backported to Mitaka.
