Not specifying '--target-tenant' argument when executing "neutron rbac-create",returns 'Request Failed: internal server error while processing your request.'

In Mitaka,
Executing "neutron rbac-create" with '--target-tenant' argument not specified,the result returned is
'Request Failed: internal server error while processing your request.',and at the same time neutron - server throws an exception
while the real reason is ''target_tenant' cannot be null',I think should return the correct message instead of ’interna server error‘，
so the user can take correct measures according to the prompt

[root@localhost devstack]# neutron rbac-create net_xwj_01 --type network --action access_as_shared
Request Failed: internal server error while processing your request.
Neutron server returns request_ids: ['req-b90fd6bf-2e7e-456e-9163-3c496e1ffac7']
