Improve IPAM documentation

Improve IPAM content in the Networking Guide [1]. Also decide whether to consider it a standard (usable in production) or experimental (incomplete) feature.

Matt - do you have a proposal/plan/idea of what you'd like to see included in the docs to flesh this report out or are you planning to do this yourself with ideas in mind?

The primary bug involves the neutron project, so this bug just helps us track patches (hopefully from the neutron project) for it.

The IPAM page in the Networking Guide definitely stills needs improvement. Will attempt to pick this up myself at some point if Matt no longer has the time.

Also moving to wishlist as I haven't seen any new complaints about the IPAM docs.
