Bug Description
Some mechanism drivers cooperate with another backend(SDN controller).
In this case, drivers may want to change status of port so that
user can recognize process for the port is failed when failure in calling to backend.
However, currently there is no helper function in PortContext to change status of port to
abnormal status.

I agree something is needed here. There had been some discussion at a mid-cycle of how to do this in a way that rolls up multiple MDs' individual statuses into the resource's overall status. Simply letting any MD set the resource's status is probably not sufficient with multiple drivers, as with HPB or heterogeneous deployments. A proposal handling this would be welcome.
