Broken URL in Mitaka Neutron Release Notes

In the Mitaka Neutron Release Notes (http://docs.openstack.org/releasenotes/neutron/mitaka.html) there is a broken URL under the section "Other Notes" which is incorrectly linked with the text "Please read the OpenStack Networking Guide." The URL incorrectly links to "http://docs.openstack.org/mitaka/networking-guide/adv_config_availability_zone.html" which doesn't exist and it would be the wrong topic even if it did exist.

The correct URL that should be referenced is http://docs.openstack.org/mitaka/networking-guide/

There are a couple of issues here:

1. The link is dead, and you can find it in the source here [1].
2. That section of the release note is awful and doesn't convey any information on what it's talking about when you go to the rolled up release notes page.

I suggest editing this release note to clean this up.
