neutron/tools/pecan_server.sh is not needed anymore. It should be removed.

    Remove tools/pecan_server.sh

    This isn't used anymore and may not even work.
    The server runs as part of the previous neutron-server binary
    now with an option to control whether pecan or the legacy
    code is used.
