Pecan does not route to QoS extension

Bug Description

When using the pecan wsgi framework and the QoS extension and service plugin, any requests to /v2.0/qos/policies.json fails with a 400.

yeah it is fixed from that, although the sub resources for qos are still not working, like bandwidthlimitrules, but thats a separate issue.
