LBaaS v2: Unable to edit load balancer that has a listener

Bug Description

I have a devstack setup with LBaaS v2 using haproxy. If I create a load balancer and then edit it (change name or description) this works fine. But if the load balancer has a listener and then I try to edit it, the update works but the load balancer then goes into Error state.

This doesn't reproduce for me on master. Could you please clarify what version are you using?

Or the problem could be with lbaas-haproxy.filters file as you are getting NoFilterMatched exception. Could you show it too?
