Agent tunnel out of sync with plugin when enable_tunneling=False

Bug Description

When changing the configuration of OVS agent enable_tunneling to False and restarting the agent I get:
2016-01-07 17:20:23.547 3330 INFO neutron.plugins.ml2.drivers.openvswitch.agent.ovs_neutron_agent [req-9b70681c-80c0-470a-9d20-57e01f718342 - - - - -] Agent tunnel out of sync with plugin!

When unsettling the tunnel_types and restarting the agent I no longer see these messages.
It seems the enable_tunneling has no effect when tunnel_types is configured.

'enable_tunneling' isn't a configuration from the Havana release it looks like: https://review.openstack.org/#/c/34779/

Even if you put it in the OVS agent configuration file, the agent doesn't read or use it.

Presently we generate sample configuration files and 'enable_tunneling' isn't there.
