linuxbridge agent does not wire ports for non-traditional device owners

Bug Description

A recent change [1] made the wiring super restrictive to network: and neutron: this resulted in external systems that use other device owners from getting wired.

Which external system is broken? I believe such system should be aligned them onneutron not the opposite

    Invert device_owner to avoid filtering too much

    In an earlier change[1], a filter was added to avoid Linuxbridge races
    with Nova. This filter breaks anything else using device owners other
    than n(eutron|etwork):.
