    Fix options for pluto per-peer logging

    --perpeerlogbase option has no effect without --perpeerlog. [1]
    Moreover there is no need to create 'logs' dir as there is a 'log'
    dir that can be reused.

    Also fixed indentation issue for enable_detailed_logging option
    declaration.

The DocImpact lies in the fact that if enable_detailed_logging is True, the detailed logging will no longer be available in config_base_dir/<pid>/logs but in config_base_dir/<pid>/log. Notice the logs vs log.

This is not supposed to target the Neutron repo, but the openstack-manuals instead.
