Fix options for pluto per-peer logging

Moreover there is no need to create 'logs' dir as there is a 'log'
dir that can be reused.
Also fixed indentation issue for enable_
declaration.

The DocImpact lies in the fact that if enable_ detailed_ logging is True, the detailed logging will no longer be available in config_ base_dir/ <pid>/logs but in config_ base_dir/ <pid>/log. Notice the logs vs log.
