doc/source/
Options mainly depend on oslo and it is not easy to maintain it.
One option is to delete it.
There is another opinion that it is worth having the man page even though it is a skeleton. I don't have a good idea on how to keep it up-to-date.

/FYI/
A man page itself can be generated from the output of neutron-server --help:
help2man --version- string= 7.0.0 neutron-server
However, the output is roff format.
I don't know a way to generate a ReST forman directly or indirectly (from roff format).
Any idea?
