Correct the example in readme.md for neutron-lbaas/devstack

Bug Description

Recently a patch was merged that will not start q-lbaasv2 if octavia driver is being used.

https://review.openstack.org/#/c/239087

But in neutron-lbaas/devstack/readme.md the example used is

# For LBaaS V2
ENABLED_SERVICES+=,q-lbaasv2
ENABLED_SERVICES+=,octavia,o-cw,o-hk,o-hm,o-api

thats confusing for operators. that should be changed.
