    Revert "Register FWaaS resources to quota engine"

    This reverts commit 28948f6559711a0d861fa76f3adf65cda22768fb

    Firewall tests in gate-tempest-dsvm-api are failing at a
    pretty decent rate since 11/4 and they are over-quota fails,
    so I suspect this is the culprit.
