Bug Description

VLAN transparency tests are missing. These need to be added.

Tests to be Implemented:

1. Create VLAN transparent Network
2. Show VLAN Transparent Networks
3. Delete VLAN Transparent Networks

Can you please look at https://review.openstack.org/#/c/216021/ and let me know which tests are missing. The unit tests validate the functionality.
