cannot receive extra args for ostestr via tox

Bug Description

ostestr http://docs.openstack.org/developer/os-testr/ostestr.html has many more arguments to run test cases. but out tox.ini
is limits the usage to just "--regex".

Such as --serial to run cases in serally etc.
