Document QoS feature

We need to document the feature added in Liberty in user visible documentation. Interaction with doc team is desired.

We need: user guide / setup documentation, and api documentation.

@edgar, I see the patch we wrote was for the networking guide: https://review.openstack.org/#/c/221990/

   By this bug did we mean this guide: http://docs.openstack.org/user-guide/cli_cheat_sheet.html#networking-neutron

   or it should be ok by the networking guide?. User guide seems very tiny on networking.
