LBaaS "Configure neutron agents" docs page needs to be updated

Bug Description

The OpenStack Cloud Administrator Guide has a section called "Configure neutron agents" with a section called "Configure Load-Balancer-as-a-Service (LBaaS)" that is out of date. This needs to be updated for LBaaSv1 (lbaas->q-lbaas, etc.) and LBaaSV2.

Looks like this document is already updated with lbaas v2. Instructions for lbaas v1 are removed.

LBaaS v1 is deprecated. So the guides will not be updated with v1 info.

This issue can close as 'deprecated' or 'won't fix'
