neutron-vpnaas: Enable python34 support

The following files are currently failing and need to be fixed for "tox -epy34" to work in this repository:

test_plugin.py
test_netns_wrapper.py
test_cisco_ipsec.py (in device drivers)
test_cisco_csr_rest_client.py
test_vpn_db.py

    Update list of modules supporting py34 tests

    Currently, as neutron project supports py34 to a certain degree,
    test_plugin and test_vpn_db modules also support py34.

    All the modules in neutron-vpnaas support py34 finally.
    So, we remove the enumeration of modules and test all modules.
