    Support Basic Address Scope CRUD as extensions

    This patch adds the support for basic address scope CRUD.
    Subsequent patches will be added to use this address scope
    on subnet pools.

Reviving this bug.
The address scopes extension doesn't appear to be documented in the API ref.
- The address scopes resource itself isn't in the api-ref.
- The networks and subnetpools resources need to note the extension and include in their params.
