Bug Description

Instance can not get IP address in Tacker by using nova's driver. Because instance's port's admin_state_up is False when creating port. I think port's admin_state_up should by True in creating. Bug fix in: https://review.openstack.org/#/c/187039/

Yes, the admin_state_up should by True in creating. Did you try to restart Admin State?

How can we assign floating IP to VM using TOSCA template for tacker? Can you please provide the parameter we need to add for this?

It is possible using heat but not sure about Tacker.
