Bug Description
Some tests require certain system capabilities. Some tests run sanity checks (Or other arbitrary code) and skip according to the check's results. This happens in the test itself. It'd be convenient to achieve this in a generic way via, for example, a decorator that would wrap a test with a function that would run a sanity check and skip the test if the check fails.
