VPNaaS: Create functional tests for OpenSwan implementation

Currently, there are no functional tests for OpenSwan reference implementation of VPNaaS. Should develop tests to exercise this implementation.

There is a stub of a test for OpenSwan in tests/functional/openswan, however we should ignore the actual test case stubs there and come up with what is actually needed to provide better coverage on the driver. Some of the test should be done as unit tests (like confirming the config file is built correctly). Others, like checking the status of the connection, can be done in a manner similar to what is done for strongswan.
