OVS agent supports arp responder for VLAN

Bug Description

This commit[1] introduces a new agent configuration "l2pop_network_types". In ofagent, this configuration is used to enable arp responder for non-tunnel network types like VLAN, using the l2pop information. I think we can also bring this feature to OVS agent.

I think it make sense, for vlan arp responding is also important, and it's a very tiny patch
