InvalidQuotaValue should use error code 403 instead of 409(conflict)

Bug Description

The neutron InvalidQuotaValue exception extends Conflict (HttpConflict, Error code 409) but that doesn't really make sense for this exception. It should be rather 403 (Forbidden).

The API docs list possible response codes for quota extension operations are 401 or 403:

This bug is > 365 days without activity. We are unsetting assignee and milestone and setting status to Incomplete in order to allow its expiry in 60 days.

If the bug is still valid, then update the bug status.
