"This is a vendor specific package and does not belong in requirements.txt
It should be treated in the same way as the ncclient package. Some vendor plugins depend on ncclient, and it is up to the deployer who decides to use such a vendor plugin to ensure that ncclient is installed before installing neutron."

Reason: We currently have no mechanism for pulling vendor-specific dependencies; apicapi should be treated no differently.
