Bug Description
Some work in Juno around adding a new router processing queue to the l3_agent.py obsoleted much of the logic in the _process_routers method. The following can be simplified.
1. No loop is necessary since the list passed always has exactly one router in it.
2. No thread pool is necessary because there is only one thread active and the method waits for it to complete at the end.
3. The set logic is no longer needed.
