Nuage delete_subnet doesn't delete the port created by the create_subnet

Bug Description
The Nuage create_subnet will create a DHCP port as per the spec.
However the delete_subnet doesn't cleanup the subnet and leave the port.
The fix will the add the deletion of the port in the delete_subnet method
