new dnsmasq requirement exceeds available version on ubuntu 12.04

Bug Description

The recent commit requiring a dnsmasq version >=2.63 (https://review.openstack.org/#/c/106299/) means that Juno cannot used with the dnsmasq version available in Ubuntu 12.04 so neutron DHCP agents will not work.

I'm not sure if this was already discussed and agreed upon somewhere, but I thought I would create a bug for people to find if they try to use 12.04 with Juno.

The developers list wasn't exactly a great target because developers aren't the ones deploying this code. It should have been brought to the operators to see if anyone was planning on upgrading to Juno on 12.04 deployments.
