Bug Description

Building images through tripleo devtest is failing with this error:

copying etc/neutron/plugins/mlnx/mlnx_conf.ini -> /opt/stack/venvs/openstack/etc/neutron/plugins/mlnx

creating /opt/stack/venvs/openstack/etc/neutron/plugins/hyperv

copying etc/neutron/plugins/hyperv/hyperv_neutron_plugin.ini -> /opt/stack/venvs/openstack/etc/neutron/plugins/hyperv

creating /opt/stack/venvs/openstack/etc/neutron/plugins/cisco

copying etc/neutron/plugins/cisco/cisco_plugins.ini -> /opt/stack/venvs/openstack/etc/neutron/plugins/cisco

error: can't copy 'etc/neutron/plugins/cisco/cisco_cfg_agent.ini': doesn't exist or not a regular file
