ML2 : network filters for provider attributes don't work

If you filter networks based on any of the provider-network attributes then the output doesn't seem to honor them. Other filters work fine.

    Refactor ml2 manager

    Refactor code to facilitate other changes. Keeping the
    refactored code in different patch for ease of review.
    This patch mainly consolidates the keys that are referenced
    together most of the time in reference to providernet
    extension. By doing this, the subsequent changes are less
    repetitive and makes the code little cleaner as well.

    Add filter for provider network attributes in ML2

    Added code to implement filters for provider network attributes
    in ML2 plugin. There was a todo item in code but never got done.
    It is needed to lookup networks based on provider network attributes.
