create a method to get all devices details in one shot

There's an rpc call that allows to get the details of multiple devices at one shot. See https://review.openstack.org/#/c/66899 . There's should be a method on the plugin side to minimize the access to the db and instead of issuing a select for every port, select all the ports at once
