Improve gre type driver initialization performance

Bug Description

GRE m2l type driver has same initialization issues as vxlan type driver:
1) Race condition between servers in case of multiple neutron server deployment in the tunnel id synchronization logic
2) Slow performance

Also, some code duplication can be avoided
