l3_agent silently eats exceptions in some spots

Bug Description

Exceptions thrown by process_router end up in the eventlet loop,
Exceptions thrown by process_router_floating_ip_addresses are acitvely catched and ignored.

This bug is > 172 days without activity. We are unsetting assignee and milestone and setting status to Incomplete in order to allow its expiry in 60 days.
