IPv6 API attributes cannot be used until IPv6 is fully supported

A few IPv6 blueprints were not implemented in Icehouse.
These blueprints are needed for full IPv6 support.

Therefore the IPv6 attributes for ra_mode and address_mode are not yet functional.

If those attributes are not hidden nobody will die.
Still people will believe they're configuring ipv6 properties where they're actually just setting flags in the database.

So I thought it could be not such a bad idea to avoid confusion in neutron users.

Is doc impact clearing needed in this case as well?
