tempest-dsvm-neutron-heat-slow fails with StackBuildErrorException (security group already exists))

That hit us only 11 times last week if my e-r query is correct, confirming on tempest as low priority for now

tempest does not creates 'default' security group explicitly, the issue probably is somewhere else.
