Bug Description

This is a follow on to https://bugs.launchpad.net/neutron/+bug/1244853.

I found today that the same problem can happen with external gateway devices. Those should be identified and removed in a manner similar to the fix before the other bug.

    Delete duplicate external devices in router namespace

    When a router's gateway is removed during L3-agent restart, the agent
    will fail to delete the old external device. This device should be
    identified and removed as soon as possible.
