nec plugin: cannot use URI with prefix in OpenFlow controller

Bug Description

At now NEC plugin assumes REST API of OpenFlow controller starts with /, but NEC OpenFlow controller supports a prefix for REST API. NEC plugin allows to use URI prefix when talking with OpenFlow controller.
