Bug Description

since addCleanup(cfg.CONF.reset) is done by base class, this call should be removed from test_mlnx_neutron_agent.py

    Remove call to addCleanup(cfg.CONF.reset)

    The addCleanup(cfg.CONF.reset) is done by base class,
    therefore no need to invoke it from mlnx agent unit test setUp method.
