Bug Description

Firewall policy update should validate rules as list of uuids, otherwise malformed request will result in "500 Internal server error" returned to the client.

It was a bug of Neutron and fixed in Neutron.

The bug was fixed in Icehouse neutron, but it was re-targeted from neutronclient to neutron after Juno release, so it is targeted to Kilo-1 (only because Icehouse and Juno cannot be targeted any more).
