check_nvp_config.py erroneous config complaint

The utility may return the following error:

Gateway(L3GatewayServiceConfig) uuid: 40226ac1-86c6-471b-ac8e-3041d73f5c48
   Error: specified default L3GatewayServiceConfig gateway (40226ac1-86c6-471b-ac8e-3041d73f5c48) is missing from NVP Gateway Services!

When in fact the L3Gateway Service was setup correctly and LRs could be created without problems.

This error currently affects only Havana, as a fix for Icehouse was committed in Change-Id: I3c5b5dcd316df3867f434bbc35483a2636b715d8

    Fix check_nvp_config erroneous complaint

    Add the missing ingredient to the boolean test. This is
    not a straight cherry-pick from a trunk fix, as the
    utility tool has been renamed in Icehouse.
