An option item is not synced with dhcp_agent.ini in the codes

The option item <ovs_integration_bridge> is not synced with dhcp_agent.ini in the codes.
Also lack the corresponding unit test.

according to your patch, the change are in unit test. So is it related to this bug? or is the bug valid?

Have supplement the bug details, add actually I fix this problem by adding a configurable item in /etc/neutron/dhcp_agent.ini
