The test is definetely not the first, but the network was created when the test run begun as the job is not isolated.
If you look at the logs the create_dhcp_port is actually not even triggered by a network_create_end message but during synchronization, which is also interesting as it indicates a non-negligible lag between neutron-server and neutron-dhcp-agent startup.
