ERROR neutron.common.legacy [-] Skipping unknown group key: firewall_driver

Bug Description

devstack neutron server log (screen-q-svc.log) has the following log:

   ERROR neutron.common.legacy [-] Skipping unknown group key: firewall_driver

firewall_driver is defined in a plugin-specific configuration file.
I think firewall_driver configuration is not loaded when modernize_quantum_config is called, and it seems we need to call modernize_quantum_config again after loading a plugin.

modernize_quantum_config() is prepared to migration quantum to neutron.
If this does not work, we will have an error "firewall_driver not found".

I don't think it is a critical or blocking issue of Havana release, however it is originally the intended behavior when code migration, so I add "havana-rc-potential" tag temporarily.

I found this is duplicated of bug 1210121. I add a tag havana-backport-potential to bug 1210121 and mark this duplicated.
