BigSwitch plugin: missing keyword in router rules

Bug Description

In this BigSwitch plugin router rules support, the plugin only accepts the 'any' keyword. However, it should accept both the 'external' keyword as well, which looks the same to neutron (0.0.0.0/0) but has a different meaning on the backend controller.
