Bug Description
Multiple Neutron operations using a script fails on Brocade Plugin, However the same
operations pass when executed using cli or dashboard .
Also observed that netconf connections to VDX devices fails after few operations

Brocade driver connects and disconnects NETCONF connection for each operation.
Advise not closing the NETCONF connection for every operation. Continue to use the already opened connection for future operation.
